The project addresses the need to expand the delivering higher education institutions for the DOST-SEI graduate scholarships in STEM courses including science and mathematics education. It also aims to provide the S&T professionals in the regions opportunities and access to advanced degree studies in universities with approximately the high quality of education. This is one strategy in addressing the call of the administration to reach out and support the higher education institutions in the provinces that need to be strengthened in terms of developing human resource capabilities in order to offer quality STEM courses
To strengthen the faculty profile of universities in the provinces by providing graduate scholarships to its teachers who will eventually spur the research and development activities in the regions;
Train high-level human resources needed for S&T activities in the regions/provinces who will contribute to the country's global competitiveness and economic development
Provide opportunities to talented and deserving S&T professionals in the provinces to pursue advanced degrees in STEM priority fields
The program shall strengthen the faculty profile of the university by granting graduate scholarships to its faculty in identified fields where the university will niche.
This STRAND component shall provide scholarships for master’s and/or
doctoral in identified STEM degrees in identified universities as
long as they strictly comply with the policies and standards on
graduate education per existing CHED issuances. Moreover, the
Program shall strengthen the faculty profile of a STRAND 2
university by granting graduate scholarships to its faculty members
in identified STEM where it will niche.

Must be a Filipino citizen;
not be more than 50 years old at the time of application;
be in good health condition and of good moral character;
For STRAND 1 faculty-applicants: must seek admission in any of the member-universities of the ASTHRDP-NSC or the ERDT Consortium or the CBPSME-NCGSME or in a foreign university.
For STRAND 2 applicants: pass the admission requirements for graduate studies in any of the STRAND 2 universities;
be in good health condition and of good moral character;
PhD graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second PhD degree.
MS/PhD non-scholar graduate (not S&T related) who intends to pursue a second MS/PhD degree.
PhD graduate (scholar or non-scholar) who intends to pursue another MS degree program.
MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.

Evaluation of accomplished application form and requirements by the University.
Validation and selection of qualifiers by SEI.
Approval of the list of awardees by the DOST Secretary. The list of awardees approved by the DOST Secretary is final and unappealable.
DOST-SEI endorses to DepEd the list of potential qualifiers who are teaching and non-teaching personnel of DepEd with at least five (5) years in the service and at least very satisfactory performance rating for the last two years per DepEd D.O 68 s.2009.
DepEd issues potential qualifier Certification re-Permit to go on Leave with Compensation.
DepEd endorses to DOST-SEI the list of qualified DepEd Teachers and non-teaching personnel for final approval of the DOST Secretary.
